Captain Washburn is a native of Peoria, IL. and enlisted in the Navy in December 1983. He completed tours with Carrier Airborne Early Warning Squadron 122 (VAW-122), Naval Technical Training Center, Meridian, Miss., and Navy Management Systems Support Office (NAVMASSO) before being selected for the Enlisted Commissioning Program (ECP) in 1992.

CAPT Washburn graduated from the University of Illinois in 1995 with a Bachelor of Science Degree in the Teaching of Computer Science. Commissioned in May of 1995, he was designated an Aeronautical Maintenance Duty Officer in 1996. He earned his Master?s Degree in Management from Troy State University in 2000.

Fleet operational tours include Electronic Attack Squadron 134 (VAQ-134) as Maintenance Material Control Officer in Whidbey Island, Wash.; duty aboard USS Theodore Roosevelt (CVN 71) as the Aircraft Intermediate Maintenance Department (AIMD) IM-4/IM-2 Division Officer and Assistant Maintenance Officer; and as the Maintenance Officer and Maintenance Material Control Officer during the construction of the USS George H W Bush (CVN 77).

Ashore, CAPT Washburn served as an instructor at the Aviation Maintenance Officer School in Pensacola, Fla.; Assistant Maintenance Officer and Readiness Officer at Commander, Strike Fighter Wing Atlantic (CSFWL); AIRSpeed Afloat Implementation Lead at Commander, Naval Air Systems Command in Patuxent River, Md.; Super Hornet Maintenance Officer at Strike-Fighter Squadron 106 (VFA-106); Officer in Charge of Fleet Readiness Center Mid-Atlantic Norfolk; and Assistant Program Manager Logistics for Naval Undergraduate Flight Training Systems Program Office (PMA-273).

His last assignment from December 2016 to June 2018 was at Commander, Fleet Readiness Centers (COMFRC) as Military Director for Aviation Maintenance/Production (N42) where he oversaw maintenance and production at all Fleet Readiness Centers.

His personal decorations include the Meritorious Service Medal (4), Navy and Marine Corps Commendation Medal (6), Navy and Marine Corps Achievement Medal (3), in addition to various campaign and unit awards. He is authorized to wear the Professional Aviation Maintenance Officer Warfare insignia.
